what would happen if you prototype portal a chimeric mass?

X is zero at all times except when it's on the stack. So each of them would enter the battlefield with zero charge counters. You could activate them to turn them into 0/0's and then they'd die.
You get a bunch of hood ornaments, essentially.

nothing preventing you from putting counters on them first though.

You mean counters from another source? That's about the only thing that does it. You can't pay X when you use Prototype Portal because you're not casting the artifact. You can get +1/+1 or charge counters on it from something like Coretapper or Vedalken What's-his-name, but not straight from the artifact itself.
