Hello there-Newb Here
Hi guys. I'm pretty new to M:TG and I was just getting a deck together. Right now...I've played a handful of games and I'm trying to build a white/blue or white/green deck for myself but I am still really a newbie at this. I am living in the city and found this forum through google. Would any locals of Philly want to teach someone a bit more about the game?

Hello and welcome. What a nice surprise!
Sometimes i forget this isnt a private site.
Where abouts in the city do you live? I wouldnt mind meeting up sometime to help you if we can find a decent central location to us both.

Welcome,
Just to let you know, most of us draft at Comics & More in the Plymouth Meeting Mall, every Tuesday at 6pm. I don't know if you have ever drafted before but it is a great way to learn the cards and the game. The people there are easy going and welcoming. Hope to see you there.

Hello!
Sunday afternoons at Comics and More in Plymouth Meeting Mall, there are usually a fair amount of casual players playing multiplayer, odd formats, and trading. It is relatively far from the city.
Within the city, the closest place to play is probably Redcap's Corner, between 40th and 41st on Locust. I find it can be a little less welcoming there to casual players, as there are a lot of serious tournament players there, and most of the casual players have sophisticated and cutthroatish decks.
I second Chuck's recommendation to draft once you get the rules under your belt, as it is a great way to learn deckbuilding, card interactions, and card evaluations.

As Dan/Slyph said, there isnt much going on in Philly (sadly) regarding organized magic. Red Cap's in West Philly, near the Bridge theater, is about the only game in town outside of private casual gatherings and tournaments at the convention center. It tends to be a very competitive environment. Noobs arent totally scorned, but it can be a tough learning curve when people expect to play at a certain pace and a new player may need rules explanation and more time to read over unfamiliar cards.
If you are interested in learning how to "draft" magic cards, or if you want to stick to constructed magic (pre made decks), anyone from this board is friendly enough and well informed enough to help you without being a jerkface.
There is a comic store near me in south Philly on Passyunk avenue that has been encouraging me to bring people in and play. Id be happy to meet you there on a weeknight to explain and play whatever format you wish.

Hi. I also forgot that this was open to more than just the few of us. You'll see me lurking around; I mostly play 'cheaper' formats like all commons, but I dabble in the custom format that the core of our group worked on called Big Deck which is LOADS of fun.
I'm trying to find time to play again, but the others are great and friendly.
